Open letter to the Ambassadors of the fifteen states members of the United Nations Security Council

SEEKING PROTECTION FOR ALL HAITIAN CITIZENS

Living in Haiti does not have to be hell on earth

To the Ambassadors of the 15 member states of the UN Security Council: the United States, United Kingdom, France, China, Russia, Ghana, Kenya, India, Ireland, Mexico, Norway, Albania, Brazil, Gabon, and United Arab Emirates (UAE)

We, the undersigned citizens of Haiti, a member state of the United Nations, human rights advocates, hereby petition you to take immediate action to protect all citizens of Haiti.

Since the assassination of President Jovenel Moïse in his private residence in the Haitian capital, Port-au-Prince, on 7 July 2022, Haiti has been in the throes of severe economic and social disintegration. Lawlessness is rampant, and killings, kidnappings, assaults, and other atrocities are continuing unabated. The people of Haiti are unsafe, suffering extreme hardship, and unable to enjoy the rights and privileges inherent in a free society. Lawlessness is rampant, and killings, kidnappings, assaults, and other atrocities are continuing unabated. The people of Haiti are unsafe, suffering extreme hardship, and unable to enjoy the rights and privileges inherent in a free society. Our civil and human rights are under attack and being infringed not only by malignant domestic actors but by the general apathy and neglect of the global community, which has been allowed to fester. The United Nations is the only body with the authority, resources, and mandate to instill law and order in Haiti, and it is for this reason that we are writing this petition.

The Haitian people have been suffering for more than 300 years. First, they had to endure forced relocations from their ancestral homes in Africa and the subsequent atrocities of slavery, then an international blockade was imposed by the United States, France, and the United Kingdom after they rebelled and gained independence from France in 1804. Haiti had to pay an indemnity of 150,000 francs so France would recognize Haiti’s independent status. The country was forced to borrow 30,000 francs and accept a 50% discount on goods sold to France. The abuses did not stop there. In 1978, the US and Canada conducted a campaign to eliminate Haiti’s pig population because of African Swine Flu; millions of pigs were slaughtered, but few Haitian farmers were compensated for their losses. In 1986, The International Monetary Fund and the World Bank forced Haiti to reduce its tariff from 35% to 3.5%, and then to 1.5% in 1995. Those actions have contributed to the decline of Haitian industry and the Haitian farmer and have benefited multinational corporations who can now sell their products to a new market. In 1994, the US unilaterally dismantled the Haitian army and undermined other Haitian institutions. Needless to say, the current insecurity in Haiti is a direct result of these actions.

Dear Ambassador (s), we urge you to request an emergency meeting of the UN Security Council’s 15 member states to change the current UN mandate in Haiti from its current advisory role to one of support for the local police and army to build their capacity so they can protect all Haitian citizens.
